Air Cadet Rank Promotion policies appear in CATO 13-02, summarized as follows:

The specific criteria for all ranks is established to:

  1. Ensure that all cadets who receive a rank promotion possess the same basic qualifications / similar experience;
  2. Ensure that merit and the successful completion of corps/sqn training serve as the common standard on which all cadets are evaluated; and
  3. Ensure that every cadet is given the same opportunity to advance.

The criteria for cadet rank promotions are as follows:

  • (a) Participated in the first year of the training program for at least five months
  • (b) Recommended by the appropriate Flt Comd
  • (a) Hold the rank of LAC
  • (b) Successfully completed year one of the proficiency level training program
  • (c) Participated in the Cadet Fitness Assessment
  • (d) Recommended by the appropriate Flt Comd
  • (a) Completed at least six months as a Cpl
  • (b) Successfully completed year two of training
  • (c) Participated in the Cadet Fitness Assessment
  • (d) Recommended by the appropriate Flt Comd
  • (a) Completed at least six months as an FCpl
  • (b) Successfully completed year three of training
  • (c) Achieved a minimum of “completed without difficulty” in PO 303
  • (d) Participated in the Cadet Fitness Assessment
  • (e) Recommended by the appropriate Flt Comd
  • (a) Completed at least six months as a Sgt
  • (b) Successfully completed year four of training
  • (c) Achieved a minimum of “completed without difficulty” in PO 403
  • (d) Participated in the Cadet Fitness Assessment
  • (e) Recommended by the appropriate Flt Comd
  • (a) Completed at least six months as an FSgt
  • (b) Achieved a minimum of “completed without difficulty” in PO 503
  • (c) Recommended by the appropriate Flt Comd
  • (d) Identified through the merit review board process
  • (a) Completed at least six months as a WO2
  • (b) Recommended by the appropriate Flt Comd
  • (c) Identified through the merit review board process

Additional leadership attributes considered when recommending whether or not a cadet should be promoted include:

  • Dress and deportment
  • Conduct, discipline, and attitude
  • Participation
  • Response to direction
  • Ability to interact positively and comfortably with others
  • Ability to make sound judgments regarding their own actions
  • Willingness to accept responsibility
  • Ability to problem-solve effectively
  • Ability to communicate effectively
  • Ability to set a positive example for others
  • Initiative

When a cadet does not yet merit rank promotion:

  • A Training Counselling Session (TCS) shall be completed as per Chapter 3 of the applicable proficiency level qualification standard and plan (QSP). The TCS Form shall clearly indicate which areas the cadet needs to improve to be promoted in the future.
  • Prior to the promotion of the cadet’s peers, at the earliest opportunity, the CO and/or Div O / Pl Comd / Flt Comd shall meet with the cadet to provide specific feedback and guidance on how they must improve in order to be promoted in the future.
  • The CO and/or Flt Comd will work with the cadet to develop an action plan detailing the steps the cadet will take and the support the staff will provide to help the cadet improve.
  • A copy of the TCS Form shall be placed in the cadet’s file.
